[Building Sakai] Site Language issue on RSF

Dear SakaiRSF team member:

Currently, a Site Language setup in Site Info is not effective against Polls or Lesson Builder on Sakai 2.9. Those locales are 
controlled by RSF.
Therefore, I created the attached patch for SakaiRSF. It would be great if you could take a look at it.
