[Building Sakai] Sakai Message tool, large delay between user action and sending emails to 900+ partcipants

Good Day.

We have the following scenario :
Sakai instance 2.8.2 , MySQL 5 , tomcat 5.5.35, site with 900+ participants.
Site admin tries to send a message to all participants using the vanilla
Messages tool.
The admins browser then freezes/hangs. (using FF)
The emails are sent but there is a large delay. The message is saved at
9:21 AM  but
according to the tomcat logs the it only completed an hour later.

Can someone please give me some insight into how the messages tool is
supposed to work, whether this behaviour is to be expected and which
avenues I should follow to improve its performance.

Or

If the messages tool is not meant for this purpose can anyone recommend a
replacement tool.
