[Building Sakai] Setting up Sakai in Eclipse

I debug sakai (and other projects) which are running in tomcat using
this method:
https://confluence.sakaiproject.org/display/BOOT/Debugging+Tomcat+Remotely+Using+Eclipse

Loading all the code into eclipse is not necessary and running tomcat
in eclipse is also not necessary. You just need to load the code you
are debugging.
