[Building Sakai] Issue with Sakai Web Service

The problem is my bit of code is I cannot for some reason add property
configuration to a specific tool, it just keeps the old tool name "Web
Content" and then it doesn't add the properties to that tool...

What can I do?

My bit of code to add a new page, tool to that page and config properties
is below.  I'm sure you can understand it...
