[Building Sakai] In a particular site how to restrict students from sending messages

mmm... Steve, not sure there is a permission for that... If there is, it 
would be great to know which one.

As far as i know, messages permissions in 2.9 are:

    msg.emailout

    msg.permissions.allowToField.allParticipants

    msg.permissions.allowToField.groups

    msg.permissions.allowToField.roles

    msg.permissions.viewHidden.groups

and I don't think that any of them controls that. I think that if the 
tool is on the site, every site member can send and receive messages... 
can someone verify this?
