What you're seeing is a known issue with the email template service,
regarding the function templateExists() with 'null' and 'en_GB' locales in
Oracle databases: https://jira.sakaiproject.org/browse/SAK-21835

Thanks, I think this has put me on the right track, though I'm finding all
kinds of messes like SAK-21739 (multiple entries for a key/locale pair).
