[Building Sakai] Sakai 2.9.x randomly sends users to Mobile View

If you think this is a confirmed bug please open a Jira ticket. Instructions are at https://confluence.sakaiproject.org/display/MGT/Sakai+Jira+Guidelines#SakaiJiraGuidelines-CreateIssueDetailedInstructions and make it a "blocker" bug.
