[Building Sakai] cleaning up old release 'branches'

I agree Steve, this was something we had talked about in the past but never
progressed on because it was going to be a lot of work. Directories like
2.7.0, 2.7.1, 2.8.0 can be safely cleaned up from all of the branches.

Really the only thing that should be present in branches directory are the
SAK branches and the 2.#.x branches. For awhile the release process needed
these as temporary folders because properties needed to be modified for
pure-poms before each release, but with everything in master now, and the
use of profiles, we don't need to make any temporary branches for anything
other than kernel and master. (Which I haven't been super good at cleaning
up after either)

I agree with David that many SAK branches can probably be cleaned up too
but we'd want to identify:
- If that SAK directory has been merged into trunk or not
  - If not why hasn't it been merged
     - Just nobody has paid attention to this feature and it was forgotten?
     - It is/was an unfinished feature
     - It is/was a feature that was never started
  - If it has been merged it can be deleted
