[Building Sakai] assignments tool loading issue

Hello,

We are having an assignments tool's loading issue. This happens on IE and FF only (currently IE9, and FF 11), not Chrome, and it also occurs only a few specific courses ( these courses have about less than 50 students. Comparing our other courses, these courses are considered as small classes and sum of submitted file size is about 2GB. )
The reproducing procedure is as follows:

1)      Go to the problem course site

2)      Click Assignments

3)      Click view Submissions or button under "In/New"

4)      Users has a blank page

At first, I thought it might be javaScript in IE loading issue but our problem is that we can load the assignments from much heavier courses without difficulties.
We cannot figure out why these specific courses are having a loading issue. We check the permissions and setting and cannot find any noticeable difference.
We are currently using sakai 2.7.x, Tomcat 5.5.30, and java 1.6.0.

Any suggestions and advice will be greatly appreciated.
