[Building Sakai] About Turnitin and Quartz

Hi Miguel,

Here at Western University we set up the quartz jobs to run every 5 minutes
(for queue and reports) and every 1 minute (for roster sync).

It *normally* works fine, but every once in a while the Turnitin servers
will return a 500 error.
