[Building Sakai] QTI 2.x authoring

We had a project that required authoring math questions encoded in QTI 
2.x. We tried MathQurate (Java based), and the guys supporting it were 
very helpful and open to improve their tool. Finally, we used Moodle, 
exporting the questions in QTI.
