[Building Sakai] course/project site publicly accessible without requiring login

Hi all,
I have  a basic frustrating issue: for the life of me i cant get a
site to be publicly accessible without requiring login. I have done
the 'public' options in Site Info. No luck. Every time i try to access
the site, still asks for login. Am missing the obvious somewhere ? We
run 2.8.0
