[Building Sakai] Sam published assessments inactive?

I'm trying to publish an assessment in Samigo, but it just goes straight to
the "Inactive" list. I verified that today is between the release and due
dates. I examined the database and its status is "1" which corresponds to
an inactive assessment. Is there something else I can do to determine why
it's inactive?
