[Building Sakai] Assignments, Tests and Surveys

Dear all, 

We are trying to create a multiple choice test under "Assignments, Tests and Surveys".
I can access a corresponding item as sakai administrator however if I try to access it as an instructor of the course I get

Alert
You are not authorized to perform that activity at this time.

Do you know why this happens and how we can solve this problem?
