[Building Sakai] Email Template Administration Funkiness

Hi Sam,

I just tried that (adding the "en" locale to some of the templates), and it
didn't work. I don't know which one of the 200+ "
sitemange.notifyAddedParticipant" is the right one, or if there is one
that's actually in use at all.
