[Building Sakai] Email Template Administration Funkiness

FYI, I tried to remove and add users to a site with a notification on qa3
and never got the email notifications. So the issue might be there or not,
or it might be a different one.

I created https://jira.sakaiproject.org/browse/SAK-21226 although I am not
sure if this is a local issue or not.
