[Building Sakai] Created a sakai-spring-maven-archetype v1.0

Hey everyone.  I have created a sakai-spring-maven-archetype based on 
the work that Steve Swinsburg did for his sakai-wicket-maven-archetype. 
  This archetype is currently setup by default to build a Sakai 2.7.0 
tool (since that is the version of Sakai that we are running at UNC) 
using Spring MVC for the webapp layer.
