[Building Sakai] Samigo quiz issue

[Karen Tsao]

The table is sam_assessmentgrading_t and the forgrade column should be 1 if
the assessment is submitted.

By the way, the auto submit feature (
https://jira.sakaiproject.org/browse/SAK-14474) is implemented to resolve
this kind of issue.
