[Building Sakai] Agora test signal failure

Just caught this. Steve's right about Agora being deprecated; BBB does 
everything that Agora does and more. The BBB tool is still supported by 
us and others; I'm just bogged down with a new academic year and a 
virtualisation of our Sakai.

Bigbluebutton is great and installs really easily on Ubuntu server via APT.
