[Building Sakai] Sakai 2.8.0 CLE and Tomcat 7

This all makes sense to me now and confirms what I was thinking, that 
2.8.0 should be run under Tomcat 5.5.x and that development against 
trunk should be done with Tomcat 7.

Should the development documentation more clearly state that the 
"Development Environment Setup Walkthrough" documented here 
https://confluence.sakaiproject.org/display/BOOT/Development+Environment+Setup+Walkthrough 
is for a environment pointing a trunk and the other sets of 
documentation are move for tagged releases.

It just seems cleaner to me, to use the same version of Tomcat for 
development that you would use in your production build, so things are 
more "apples to apples"

BTW,  Thanks so much to Aaron Z. for updating all of the documentation.
