[Building Sakai] Add option for email notification on Assignment open

Is not there an option to send an email notification to all participants when
adding an assignment?

I am asking this because I have come across that jira
https://jira.sakaiproject.org/browse/SAK-6375 which has not been resolved
since 2006.

I think that it would be interesting to include this funcionality.
