[Building Sakai] Problems with /shared/lib jar deployment in 2.8

Hello,

While doing some work on a local move to 2.8, I discovered that
when you build some indies from source and deploy them WITHOUT
relying on the assembly payload, certain required jars are
missing from /shared/lib. This prevents Sakai from starting up
correctly.

Specifically, this involved the Email Template Service
(simple-xml jar) and the Job Scheduler (quartz jar) modules. Here
are the relevant JIRAs:

Fixes for these have been in trunk for a while. I recommend that
they be backported into the 2.8 branch and the 2.8.1 tag. Indeed,
I have tested them in a 2.8.1 tag and they work.

A similar issue was found with and fixed in kernel 1.2.x
(spring-webmvc jar):
