[Building Sakai] Admin Sites tool not loading. Unstealthing Lesson Builder Tool in sakai-2.9.0-a01

I'm trying to follow the instructions at https://confluence.sakaiproject.org/display/DOC/Manually+Adding+a+Tool+to+a+Sakai+Site, in attempting to unstealth the Lesson Builder tool in Sakai 2.9.0-a01. When I login as admin, and go to the Sites tool in the Administration workspace, the tool doesn't load and no entries are generate in the log of any failures.

I noticed that this is also the behavior of the sites tool as found in the Administration workspace on http://qa3-us.sakaiproject.org:8086/portal/site/~admin/page/~admin-100 and http://nightly2.sakaiproject.org:8082/portal/site/~admin/page/~admin-300.

I'm trying one of the alternate techniques listed on the Manually Adding a Tool to a Sakai Site page but since it hasn't been updated since 2007, I'm wondering if there is a newer way to do this.
