[Building Sakai] Create Turnitin Class & Assignment Process Flow in SAKAI

I have checked the functions, createClass and createAssignment in
TurnitinReviewServiceImpl class (content-review-0.7).
The latter even allows one to set the extra turnitin assignment parameters
which are not implemented in Sakai Assignments, causing instructors to have
to do double work in setting the assignment, in cases where they do not want
to use the default (as per SAMIGO) settings.

However, we suggest that Sakai should create a Turnitin Class & Assignment
upon creating a SAKAI assignment(SAMIGO) if the user has chosen to use
Turnitin.

While still creating the sakai assignment, one should be able to set the
parameters of the turnitin assignment (to avoid double work) such as:
- Exclude bibliographic materials from Similarity Index for all papers in
this assignment?
- Exclude quoted materials from Similarity Index for all papers in this
assignment?
- Exclude small matches?
- Allow students to see Originality Reports?
- Search options: student paper repository, current and archived internet,
periodicals, journals, & publications

We need to fix this ASAP, kindly comment if you are involved with the SAKAI
TTI & Samigo integration.

What version of code (samigo & content-review-0.7) should we modify, for
versioning purposes after the fix.
