[Building Sakai] SiteManage and ETS weirdness

I'm having a few problems with emails from the site managment tool. If I 
set my locale to anything other than en_GB in preferences, Spanish say, 
and then add myself to a site I don't get an email. I'm also finding 
problems with other tools that don't have a locale agnostic template; 
the ets returns null from getRenderedTemplateForUser.

I'm running a recent 2.8.x (< 2 weeks old) install. Anybody else seen this?
