[Building Sakai] How to apply patch to sakai

I am using window and sakai 2.7.1

I want to apply patch
https://jira.sakaiproject.org/secure/attachment/28188/ASNN-746-v3.patch to
sakai, what is command for applying patch, and what utitlity is required to
apply patch.
