[Building Sakai] Tomcat service and startup.bat on Windows

Hi

With Sakai 2.8.0, I am not sure whether to start the Tomcat service (automatically) or not, as localhost:8080 and Sakai seem to work with the startup.bat batch file alone, and also seem to work with the service alone. What is the difference in usage between the Tomcat service and the startup/shutdown.bat batch files in Windows?
