[Building Sakai] Difference between these tools

The discussions tool in M&F isn't deprecated.  It just went through
another large iteration of lots of improvements and new features.
It's an indy tool, maybe that's what you were thinking.  The newest
release will be MSGCNTR 3.0 to be tied with Sakai 2.9
