[Building Sakai] Blackboard

By default, the site import tool looks for archived files in
 "sakai/archive" in the root of Tomcat.  So if you have a zip file you want
to import, you must put it in there and give the relative path to that file
starting after "sakai/archive".  This path is configurable in
sakai.properties:

storagePath at org.sakaiproject.archive.api.ArchiveService=/path/you/want
