[Building Sakai] sakai.X-UA-Compatible settings in production (Profile 2 help)

Hi Greg,

Adding the Jira as a reference here: https://jira.sakaiproject.org/browse/PRFL-146

If anyone is using Profile2 and has an IE8 machine, we'd appreciate your input either on this thread or in the Jira as this seems difficult to pinpoint.
