[Building Sakai] Allow closing section info tool until a release date - SAK-20612

                Hi all,

                I've just created this:
https://jira.sakaiproject.org/browse/SAK-20612, "Allow closing section info tool until a release date"
Our instructors want to able to close section join until to a release date. In this way, student won't be able to join to a section until that date happens.

                We have had it production for two years under 2.6. You'll find two patches for trunk provided: one for edu-services and the other for section tool. I would like to get community feedback about this feature and ping you to check if there will be any objection about including this into next Sakai releases.
