[Building Sakai] Changing the resetpassword.email template

I am trying to change the resetpassword.email template using the Email Template Administration tool.  I have changed the text in the tool, but the email that is being sent out does not reflect the changes.   Is it possible that the reset password tool has not been configured to use this resetpassword.email template?
