[Building Sakai] Signup Sakai 2.8

The question I think this brings up is should we have a confluence page (or commit pom diffs to the branch for each version? or create the branches?) for 2.8.x so not everyone in the community has to keep reworking poms?  Granted, lots are really simple, but others no so much.  This would fill the void that these branch managers are leaving.
