Even in the maintenance branch drop down is set, the fix version may not 
be set to a release tag.

As an example with 2.7, 
https://jira.sakaiproject.org/secure/IssueNavigator.jspa?mode=hide&requestId=12873 
will lead you to 67 issues that make JIRA unusable for the casual user.

I think this should be fixed and, when it's fixed, JIRA configuration 
should make this impossible to do again.
