[Building Sakai] Help Links not directing to particular topic help htmls (Announcements, Calender and Other Tools)

Hi Steve/All,

While clicking the Help links in sakai tools, we are not getting  help links
for particular topic (Announcements, Calender and Other Tools) from
"C:\opt\tomcat\webapps\library\help" location and only pointing the
"help.jsp" file from Sakai-help-tool.

The help link for Announcements is pointing to
"http://localhost:8080/xsl-portal/help/main?help=sakai.announcements"

It's highly appreciate if anyone directs us how to point Help links to the
files in 'C:\opt\tomcat\webapps\library\help" location.
