[Building Sakai] [Operational] Adding Participant to a site

Hello,

I have to add 2500 participant to a site in Sakai, I added 2500 User IDs
with given Site ID in SAKAI_SITE_USER table in Database but I am unable to
get see those participant in Site. Can some one please guide me how can I do
this. I don't want to add using rosters / course management module because
this is not a course site.
