[Building Sakai] batch creation of accounts

Hi Steve,

You mean do a patch for the current user admin stuff? I could do a 
partial conversion of it, the Excel and wizard bits, but it actually 
works in the site that it has been placed in. It adds the users that 
have been created into the current site and saves a bit of labour that way.
