[Building Sakai] Alert: Moving spring-webmvc out of shared

I hate to -1 one my own suggestion, just looking for others to verify
this works correctly.

How much testing has been done with this, I've been seeing a few weird
things, but I'm trying to shake out if they are solely things
affecting rsmart specific tools or not.  I just want to make sure
someone else other than me does some testing with this.  One issue was
that we had a component that was including spring-mvc and pushing
something into the spring context, which is really bad and crossing
streams that shouldn't be crossed.  But even now that I've resolved
that, I'm running into some other weird errors that I haven't been
able to resolve.  Core sakai tools seems fine.

I'd personally like to do some more testing, but if others have done
some and it looks good then I'm fine with this.
