[Building Sakai] Email link in Samigo

Hi!

I'm trying to replicate an issue we have observed locally at Delaware on a
QA server ( http://qa3-us.sakaiproject.org:8086/portal/ ), but the email
option in the Submission status in Samigo is missing. See

Is this option always turned off by default? Do I need another tool to be
enabled in that site?
