[Building Sakai] default locale for portal

Hi Joan,
Traditional Chinese hasn't updated since version 2.5. I don't think it
will be suitable for running current Sakai CLE 2.8 with traditional Chinese
unless someone update the properties files. Hosei University contributed
traditional Chinese properties and help files to Sakai foundation and has no
plan to update it due to our resources.
