[Building Sakai] default locale for portal

I want to change the default locale for portal gateway.
e.g: http://localhost:8080/portal   (default language is zh_TW, of course,
user can change their locale by perference)

Reference to documents, it seems to change the JAVA_OPTS in catalina.sh..
But it's not work.

JAVA_OPTS="$JAVA_OPTS -Duser.language=zh_TW -Duser.region=zh_TW"

sakaie version: 2.8.0 trunk

Please give me some help.
