[Building Sakai] [PROPOSAL] Move ConditionsService

I think a better option is making it easier to extend the conditions without
requiring direct changes to it. Some kind of listener pattern or a provider
of some kind would be the most logical in my opinion.

I suggest making a feature tag and attaching your patch so we can figure out
where the extension points should be.
