[Building Sakai] BLTI-119 New Basic LTI (External Tools) Support in trunk - With demo video

Hi all,

Over the weekend, I landed a new feature in trunk to support Basic LTI as "External Tools" in a manner similar to Moodle, ATutor, Blackboard, D2L and Canvas.  While our BLTI support was one of the first in the market (in 2.7) - these other folks ended up with nice integrations that were well-connected to their content tools (i.e. like Lesson Builder and Melete).

This new feature adds a capability to the Administrator Workspace and Site Info to allow the Admin and Site Maintainers to manage their own general-purpose LTI tools and use them throughout Sakai as simple URLs.
