[Building Sakai] Removing multiple users

Is it not part of 2.8?

If not then I dont think we will get permission to add to 2.8.1 (as it is not a bugfix) but perhaps should aim to build into 2.9. 

Steve Swinsburg wrote the patch and Matthew Buckett merged it into our codebase - that's pretty good pedigree! And yes, it is very useful indeed.

How does one ensure it gets built into 2.9?
