[Building Sakai] Moving sakai-kernel-util to Shared - Plans?

I don't recall that - I know Anthony wants to do that but as it stands 
kernel-util can't go into shared - all the legacy db storage classes 
need to be in the same classloader as the code that uses them ...

Personally I would +1 pretty much getting rid of most of kernel-utils - 
much of what it does is done by commons libraries.
