[Building Sakai] Alert: Moving spring-webmvc out of shared

Ok I've committed the change under KNL-757. Jenkins is churning through 
rebuilding the projects - the nightly2 8:00 EDT build will include this 
feature.

Will send out an announcement once we see how it goes.
