[Building Sakai] Email template variables

Is there a list somewhere of all of the keys which are available to the 
email templates? A few are listed in the "Email template administration" 
tool, but this is clearly not all of them since the default text for the 
sitemange.notifyAddedParticipant template includes ${siteName} and 
${newNonOfficialAccount}, neither of which are listed.

I've found the code where these tags are substituted for their actual 
values from a hash, but it's not clear where this hash is getting filled 
in the first place.

Any light anyone can shed on this would be helpful.
