[Building Sakai] Tomcat Error-- Catalina.out contents

Tomcat on Windows usually directs it's output to a console window, 
rather than the catalina.out file.  While it's useful to watch 
information scrolling away in real time, sometimes it's much better to 
have the file.  Since I do a lot of Sakai development using Windows, I 
installed Cygwin, which is a collection of Gnu tools into my system.  
This allows me to launch Tomcat as if it was running in a Linux 
environment.  Using this approach, Tomcat outputs to catalina.out.
