[Building Sakai] Resources .mov/.mp3 forcing download? (or not)

Folks,
The default behavior in sakai 2.7.1 is to treat quicktime/mp3 files to do a
force download.  Is there a way to change that such that it'll play in the
web browser?  I remember in 2.4/2.5 we needed to tinker with the source code
to allow this.  Is this still the case (and is there a new place to do this)
or is there a hidden setting similar to content.html.force.download?
