[Building Sakai] mysql analyzer tool

It looks Oracle keeps the good tools (like the MySQL Query Analyzer) only
for the Enterprise Customers now. Everyone else gets to try to make sense of
EXPLAIN. Those results are something a DBA has to study and report on for
both Mysql and Oracle. ;)
